On May 29-30, 2018, the International Symposium on Children's Social Work “Promoting Friendly Environment and Serving Children's Needs” was held at the School of International Social Engineering, East China University of Science and Technology. At the meeting, the China Child Friendly Community Promotion Program Office and Zhejiang Haining Civil Affairs Bureau co-hosted the "Child Friendly Community" sub-forum and held the grand opening ceremony of the "China Child Friendly Community Shanghai Jiahang (Haining) Demonstration Base".

During the ceremony, Tan Qinfeng, Deputy Secretary of the Party Committee of Haining Civil Affairs Bureau, introduced the origin and current situation of Haining's child-friendly community construction.

Haining City is located in the southern wing of the Yangtze River Delta, north of Zhejiang Province, Shanghai to the east and Hangzhou to the west, with a total area of 700.5 square kilometers. According to the China Small and Medium-sized Cities Scientific Development Index Research Report released in 2017, Haining ranks 4th in Zhejiang Province and 24th in the country in the ranking of the top 100 counties and cities in China in terms of comprehensive strength. It is one of the counties and cities with the greatest development potential in the Yangtze River Delta. First, it is also the most powerful county on the north bank of the Qiantang River.

The Haining Municipal Government attaches great importance to the development of child welfare. In addition to vigorously developing child welfare homes, it provides underpinning services for child protection and child care in the city, while vigorously developing child-friendly communities and villages in urban and rural areas. Haining City builds a child-friendly community from three aspects: policy-friendly, environment-friendly and service-friendly according to the "Guide to the Construction of China's Child-Friendly Demonstration Community", and builds a service network of "Welfare Home Support-Community Inclusive" , Formed a "government-led, community operation, social worker participation, child development" operating model.

In the joint witness of the guests, Dean He Xuesong of the School of International Social Engineering of East China University of Science and Technology, Tan Qinfeng, Deputy Secretary of the Party Committee of Haining Civil Affairs Bureau, and Li Xinmin, Secretary-General of Beijing Yongzhen Public Welfare Foundation, jointly contributed to the "China Children Friendly Community Shanghai Jiahang ( "Haining) Demonstration Base" was unveiled, which also marked a solid step forward in the construction of China's child-friendly communities.
